The neighborhood is primarily residential with upscale homes and estates but surrounding the area are multiple shops, restaurants, and markets. On the edge of West Hills is the popular Vista Spring Café, a landmark in the community for over 20 years. Whether you're stopping in for a warm cup of tomato soup and custom grilled cheese sandwich or grabbing a pizza on your way home from work, the café has provided years of faithful service to residents of West Hills.
Council Crest Park is probably one of the most notable landmarks in West Hills. At the top of the Council Crest neighborhood, you'll have some of the best views in all of Portland, and some say in the entire state. It was once an amusement park back in the early 1900s named after the belief that local Native Americans you to hold meetings at the top of the ridge. At one point it was called the "Dreamland of the Northwest" but was closed in 1929 and the Lewis and Clark Observatory and Park were created. Today, this park is a popular site for tourists and locals alike not only for the amazing views but for the trails that ventured down into Marquam Nature Park.
